The declaration of the global war on terrorism in America is one of the new efforts aimed at fighting terrorism in the most unprecedented ways. Terrorism as a threat to national security has created new problems for the American people through the mechanisms put in place to prevent the threat itself. The new problem emerges from the fact that the nation is yet to establish the perfect balance between fighting terrorism and adhering to constitutional liberty of the people. The apparent tension between Homeland Security and civil liberty has necessitated the re-evaluation of efforts aimed at preventing future terror attacks like USA-PATRIOT Act, Foreign Intelligence Surveillance Act and a bunch of other international best practices on the same.
