The Uniform Crime (UCR) Program has been the root for law enforcement executives, the media, researchers, and students.  The program was formed in 1929 by the International Association of Chiefs of Police to satisfy the necessity for reliable uniform crime statistics for the state. The FBI has the task of grouping, publishing, and archiving statistics.

Many departments utilize and are familiar with the Uniformed Crime Reporting (UCR) system for recording and reporting crime statistics.  This system was conceived in 1929 by the Internal Association of Chiefs of Police (Uniform Crime Reporting, 2014). Submissions are voluntarily and self-reported and requires only the most serious crime per incident even if multiple crimes occurred during an incident.  Since the National Incident Based Reporting System (N.I.B.R.S.) has been developed which consists of a lot more statistical information then shared in the UCR system.  The N.I.B.R.S system reports all crimes which have occurred as well as all the elements involved in these crimes (Foster, 2005).  Due to the fact that N.I.B.R.S. is more detailed the information reported is not as we say apple-to-apple with the UCR system and discrepancies can thus be argued in relation to increase in crimes.

The N.I.B.R.S. has advantages which should be considered outside of the concern of discrepant statistics.  This system provides more specific data in which analysts can review to identify patterns to more effectively formulate both strategic and tactical decisions (Foster, 2005).  Knowing how the crimes were committed, what types of weapons were used, and if there relations between suspects and victims are all necessary information a department across the country can utilize to assist in their own prevention or investigation of crimes.  The system also has controls in place to ensure accuracy of information submitted.  By setting standards and processes to valid information departments have more validation of the data.  Being in IT consulting we have an expression for database usage – garbage in and garbage out.

To ensure we leverage the N.I.B.R.S. system for all types of law enforcement agencies department leaders should continue to be involved and understand the system in order to assist with the development and standards.  This will better assist all departments with the opportunity to adopt this system as it could be more fiscally possible as well operate more effectively for various sizes of departments.  The medical field has been experiencing similar transitions over the past five years with respect to electronic medical records (EMR).  The Federal Government has built in incentives for organizations to adopt the EMR standard in a staged annual processes.  Law Enforcement leaders and agencies of the N.I.B.R.S. could analyze how the EMR process has developed and derive a similar national implementation plan assisting our local law enforcement agencies.
