Mini-Case: M&P Cardiovascular Center Inc

M&P Cardiovascular Center Inc. (MPCC) is a U.S.-based large specialty hospital, providing numerous services related to diagnosis, treatment, and prevention of heart and cardiovascular system diseases. It is currently operating in 20 states with its headquarters in San Francisco, California. Throughout its 95 state-of-the-art facilities, MPCC has served more than 200,000 diverse patients in both rural and urban areas. Medical staff at MPCC has employed some forms of e-health applications (e.g., tele-surgery and tele-consultation) to perform diagnosis and treatment procedures for patients across the facilities. The illustration of real-time surgery provides educational activities to other medical staff. Through the current e-health system, administrative staff members are also able to share critical and secured information without wasting time to travel to the meetings and going through various possible hassles.

MPCC also has a nonprofit research branch that conducts a number of studies related to cardiovascular diseases. Its goal is to provide up-to-date knowledge regarding the state of cardiovascular diseases, as well as diagnosis regimens and treatment alternatives. The opportunity to expand internationally will allow its research fellows and medical staff to establish a reciprocal relationship with their peers in other countries and to have access to patient cases, information, and knowledge about cardiovascular diseases in different parts of the world. Therefore, researchers and medical staff will be able to enrich and broaden their horizon and experience. Moreover, MPCC provides the public with an online healthcare portal or a content-based website that offers rich information about cardiovascular diseases, their symptoms, diagnosis procedures, and treatment alternatives. The “24/7 online doctors” feature allows patients to communicate with and to receive advice from medical staff at any time.

The management team has explored an opportunity to partner with hospitals, other cardiovascular centers, and/or laboratory facilities in some countries such as India, Thailand, and Mexico. To scrutinize the circumstances, possibilities, threats, and opportunities, MPCC has put together a team of internal staff and external consultants that will be responsible for creating a strategic plan for this project. The major component of this project is the development of an e-health system that can be beneficial to MPCC, its partners, and especially prospective patients. The team starts off with the WHO e-health development model presented in the chapter. Even though this model focuses on the development of e-health system at the national level, it is also applicable the organizational level.

MPCC must perform an environmental analysis to examine the social/cultural, legal, and technological issues in each country. These factors are critical to the successful partnership and the development of an interorganizational e-health system. A thorough investigation into the policies and regulations regarding e-health and telecommunications in the various countries, as well as the availability of ICT infrastructure, must be addressed at the initial phase. The internal analysis of slack resources (i.e., both monetary and nonmonetary) is of significance to the level of investment in the new system. MPCC has an advantage in creating the interorganizational e-health system because its operation in the United States has already utilized major e-health applications on a daily basis. This will help facilitate the establishment of and transition between the new and existing systems. MPCC also plans to conduct a cost-effectiveness analysis to demonstrate the economic value of an integrated e-health system.

 

Mini-Case Questions

  1. Other than the information discussed in the case, what other necessary components should the company encompass in its strategic planning process for developing an e-health system with its partners? What kind of data or information does the team need to analyze the situation both externally and internally? From what sources can such data and information be obtained?
  2. Given that security is an important element in e-health applications, how would you ensure that MPCC’s database is secured and meets all required laws and standards across the countries in which MPCC partners are located?
  3. MPCC has already heavily invested in e-health applications for its operations in the United States. However, the world of information communications and technologies is rapidly changing, and the new applications are constantly presented in the market. You as a team member must balance state-of-the-art technology, the core operations of the company, and limited budgets. Would you recommend the company keep the existing system and expand on it, or replace the existing system with a new one altogether in both domestic sites and offshore facilities? Provide rationales to support your argument.
  4. What role do you see the patients of both MPCC and its partners play in this partnership opportunity? Should they be involved in the planning process? If so, how?

 

Final Paper

The Final Paper should demonstrate understanding of the reading assignments, class discussions, your own research and the application of new knowledge.  For this assignment, write an eight- to ten-page paper (excluding title and reference pages) using a minimum of six to eight scholarly and/ or peer-reviewed sources (four of these must be a research study) published within the last five years and cited according to APA guidelines, that addresses one of the following topics:

Once you have chosen a specific topic, research on your own to find at least four published research studies that address the following issues related to the implementation of HMIS in the area you selected: management decision-making, ethical considerations, and the responsibility of health care providers in patient data security.

I.   Introduction

Provide an overview of the scope of your paper.  Introduce the topic you have selected to research, a brief summary of why this topic is important, and a brief summary of any relevant research you will discuss for this topic.  Provide a clear thesis statement and be specific and to the point.  This is an important part of the paper as it engages the reader and sets the context for what to expect as your paper progresses.

II.   Statement of Problem

Describe the main issues, needs, or problems associated with implementing HMIS for your selected area of study.  Cite scholarly sources that document and support the importance and relevance of your chosen topic.  Identify how the organizational implementation of HMIS in the medical industry is affected by ethical considerations and the security of patient data.  Consider the implications of issues related to environmental, ethical, and compliance measures to protect patient data, as well as management education and training in HMIS decision-making and patient protection.  Analyze what makes these issues so important that they merit study.
Finally, discuss what impact (if any) these issues or problems would have if nothing was done to address them.

III.   Summary of Research Sources

Provide an overview of the relevant and specific research that relates to your selected topic.  Additionally, provide an analysis of each of the four research articles that correspond to your chosen topic that includes the following:

  1. Summarize what was done for the study.
    b.   Analyze the target population of the study.
    c.   Discuss the author(s) of the study.
    d.   Describe the results or conclusion of the study.
    e.   Evaluate the implications of the findings as they relate to your chosen topic.

The analysis should include pertinent information related to ethical considerations and challenges in informatics, management decision-making, issues of privacy, fraud and liability, risks and benefits, compliance, and access, as related to HMIS implementation and securing patient data.

IV.   Conclusion

Give a general but thorough summary of your paper which restates your thesis, reviews each of the paper sections thus far, and provides concluding remarks regarding your findings.
