It is more important for security agencies to prevent the next attack than to apprehend an attacker for a number of reasons. First and obviously so, prevention is better than curing. When apprehending an attacker the damage is already done and there is no much to be done. If it involves people they would be hurt of dead already and there is little that can be done.
